You should get a prompt on all processes but Vista should have a white list you can then add processes to after the first consent. But i guess it's less foolproof as well like that so maybe it's just the usual catering to the lowest common denominator.
Well its rubbish, I set it to not warn me about Uguru, and it works but only for that session. It still does not let it allow to run on boot without manually setting it up with a schedule.
